PEO Exceeds Expectations of “Deemed Certification” Legislation with New Canadian P.Eng. Mobility Application Process

On December 16, 2025, Professional Engineers Ontario (PEO) launched a new application process that makes it easier for engineers licensed in other Canadian jurisdictions to practise in Ontario. Our new Canadian P.Eng. mobility application process replaces the former “P.Eng. transfers application” and offers a faster, simpler pathway to a full P.Eng. licence in Ontario.

What’s Changing

Canadian P.Eng. mobility applicants who submit a complete application will receive a decision on a full P.Eng. licence within 10 business days of submission. This marks a notable improvement over the previous 30-day timeline. The updated process also eliminates the resume requirement, reducing the documentation applicants need to provide.

Why Now

These improvements align with Ontario’s new Deemed Certification legislation, which takes effect on January 1, 2026. The legislation creates a straightforward pathway for workers certified by an out-of-province regulatory authority. It anticipates that regulators will issue a temporary six-month “deemed certified” licence within 10 business days, followed by a full registration decision within six months.

PEO will exceed the expectations set by Deemed Certification legislation. Starting December 16, 2025, we will deliver decisions on a full P.Eng. licence within 10 business days for mobility applicants, provided an application is complete.

Who Benefits

PEO’s Canadian P.Eng. mobility application process is designed for engineers who are already licensed by another Canadian engineering regulator. It provides a straightforward and efficient path to licensure in Ontario.

Application Requirements

Canadian P.Eng. mobility applicants must meet PEO’s licensing requirements and submit the necessary documents. Once PEO receives a complete application, the 10-day decision period begins.
