PEO shares updates after every Council meeting. Our goal is to encourage licence holders to become more familiar with the work of Council, the board of directors of their self-regulating profession. It is intended to highlight a few, illustrative items that may be of interest. Licence holders are invited to review the full detailed meeting package available on our website and to provide regular feedback to PEO on issues of concern to them.
578th Meeting of PEO Council

New Council chair
Council and Executive meetings in the 2026-27 term will be chaired by Rachel Prudhomme, P.Eng., who was chosen by Council at its inaugural meeting in April. Prudhomme is a Lieutenant-Governor in Council (Cabinet) appointee who has served on PEO Council since mid-2024. She has extensive board, academic and professional experience as an engineer and senior manager.
578 Council decisions/discussion:
- Update from Ontario’s Fairness Commissioner (page 115): Council heard a presentation from Ontario Fairness Commissioner Irwin Glasberg on the OFC’s work advancing fair registration practices and reducing barriers. Commissioner Glasberg was appreciative and supportive of PEO’s efforts to date to comply with recent changes to the Fair Access to Regulated Professions and Compulsory Trades Act (FARPACTA) and related mobility legislation. PEO looks forward to continuing our positive working relationship with the OFC, which helps to build public trust and ensure fair and transparent licensing practices while keeping communities safe.
- Approval of 2027 Election Documents and Competency-Based Nomination and Remuneration Framework (page 203): Council moved forward on previous commitments to a competency based nomination and remuneration framework, with a direction to staff to work on necessary changes to the election and qualification provisions contained in Regulation 941 under the Professional Engineers Act. Council also decided to return role descriptions for the president and the chair of Council back to the Governance and Nominating Committee, with a view to a further report with recommendations to Council at its October 2 meeting.
In March 2026, Council had endorsed establishing a Competency-Based Nomination and Remuneration Framework for PEO councillors, including developing a councillor remuneration structure, a skills- and competency-based nomination model, and clearly defined role expectations for councillors.
- Review of CPD Program: Policy Proposal (page 262): Council approved a final policy proposal for a revised continuing professional development (CPD) program. Council directed staff to work with the Ministry of the Attorney General to prepare Regulation 941 amendments to implement the program. Some proposed CPD changes include:
- Changing the program name from the Practice Evaluation and Knowledge (PEAK) program to the Continuing Professional Development (CPD) Program;
- Making the practice declaration an ongoing licensing requirement to be reported outside the CPD program;
- Replacing the Professional Practice Questionnaire with a Professional Development Self-Assessment that supports licence holders in identifying learning goals for the year;
- Assigning all non-exempt licence holders the same number of CPD hours (12) each year; and
- Replacing the current two-step reporting cycle with one annual reporting deadline for all elements (including the Professional Practice Module) and maintaining the current requirement for any required CPD hours to be completed within a single year.
- Appointment of Deputy Registrar (page 2): Council appointed Stephanie Holko, MBA, P.Eng., ICD.D as PEO’s deputy registrar, pursuant to section 3(8) of the Professional Engineers Act. Stephanie joined PEO’s executive leadership team as vice president, regulatory operations in May. PEO expresses gratitude to José Vera, P.Eng., Director of Licensing, for serving as Interim Deputy Registrar pending Holko’s appointment.
- CEO/Registrar’s report: PEO CEO/Registrar Jennifer Quaglietta, P.Eng., MBA, ICD.D, took questions on her report to Council. Report highlights include:
- On June 15, PEO suspended 47 licence holders for non-compliance with PEAK (CPD) obligations. This demonstrates PEO’s ongoing commitment to enforcing regulatory obligations for those licensed as professional engineers.
- On April 25, PEO held a successful hybrid annual general meeting in Ottawa, welcoming 469 participants both in person and virtually.
- PEO introduced its new Regulatory Transformation Office, which will ensure continuity of new policies, programs and initiatives from policy development to operational delivery.
- In June, Engineering Dimensions, PEO’s official publication, won its first National Magazine Award—a silver medal in the Best DEI Reporting category for the Summer 2025 article “Queer Engineers Belong Here.”
