576 PEO Council update

UPDATE

PEO shares updates after every Council meeting. Our goal is to encourage and assist licence holders to become more familiar with the work of Council, the board of directors of their self-regulating profession. It is intended to highlight a few, illustrative items that may be of interest.  Licence holders are invited to review the full detailed meeting package available on our website and to provide regular feedback to PEO on issues of concern to them.
 

576th Meeting of PEO Council 

PEO Council met on March 27, 2026. You may view the meeting agenda and package here. A link to the audio recording and a disposition of motions from the meeting will be posted on the PEO website as soon as it is available.
 

576 Council decisions/discussion:

  • Review of CPD Program—Policy Proposal (page 143): Council considered policy options for a revised Continuing Professional Development (CPD) program. Stakeholder engagement shows that licence holders generally view the current PEAK program as effective. The proposed framework remains largely unchanged, with targeted refinements to simplify requirements, maintain flexibility and reduce administrative burden. Some proposed CPD changes include:

    • Changing the program name from the Practice Evaluation and Knowledge (PEAK) program to the Continuing Professional Development (CPD) Program;
    • Making the practice declaration an ongoing licensing requirement to be reported outside the CPD program;
    • Replacing the Professional Practice Questionnaire with a Professional Development Self-Assessment that supports licence holders in identifying learning goals for the year;
    • Assigning all non-exempt licence holders the same number of CPD hours each year; and
    • Replacing the current two-step reporting cycle with one annual reporting deadline for all elements (including the Professional Practice Module) and maintaining the current requirement for any required CPD hours to be completed within a single year.

    Next steps: Further stakeholder consultations on recommended options. A policy proposal, seeking direction for regulatory amendments, will be brought forward to Council in June for final review and approval. At its June meeting, Council will also be asked to review and approve the national CPD framework.

  • 2025 Audited Financial Statements (page 59): Council approved the draft annual audit results report by Deloitte and the draft annual audited financial statements for the year ended December 31, 2025. You can review these statements in Spring 2026 Engineering Dimensions.
     
  • Statutory Committee Recruitment and Evaluation Matrix (page 121): Council approved a motion to introduce a structured, competency-based and transparent recruitment and evaluation process for statutory committees to ensure that they continue to perform their roles effectively. These committees perform key regulatory and governance functions under the Professional Engineers Act. A comprehensive committee appointment and reappointment process ensures we have the capacity to credibly fulfill our public interest mandate.
     
  • Council Remuneration Framework and Competency Based Nominations (page 128): Council endorsed establishing a Competency-Based Nomination and Remuneration Framework for PEO councillors. With Council’s endorsement, financial analysis will be undertaken by the Audit and Finance Committee (AFC) and further policy work will proceed through the Governance and Nominating Committee (GNC). Last year, Council endorsed developing a councillor remuneration structure, a skills- and competency-based nomination model, and clearly defined role expectations for councillors.  Clear standards for board competencies linked to director remuneration support good governance.
     
  • 2025-2026 Council Evaluation Report (page 91): Council directed the Governance and Nominating Committee (GNC) and staff to assess recommendations proposed by Watson Board Advisors in their 2026 Council Evaluation report and submit a recommended action plan to Council for the 2026-2027 Council term. The evaluation marks the first year under the multi-year Council Evaluation Framework approved by Council in 2025. The first-year evaluation surveyed councillors to solicit feedback to support continuous improvement. The objective is to identify Council strengths, areas for enhancement and opportunities to further strengthen governance practices. The inaugural report identified five themes and associated recommendations for Council consideration. A structured, evidence-informed evaluation process strengthens governance effectiveness and reinforces PEO’s role as a regulator.
     
  • CEO/Registrar’s report: PEO CEO/Registrar Jennifer Quaglietta, P.Eng., MBA, ICD.D, delivered her report to Council. Highlights of operational activities and achievements since the last report in February 2026 include:
    • Created a new Engineering Student Advisory Group (ESAG) to give students an opportunity to help guide the profession by providing their insight on specific issues and policies.
    • Launched a new chapter e-newsletter to foster engagement with chapter volunteers and ensure they have the information necessary to support their work and connect with PEO’s regulatory mandate.
    • Following the launch of our new Canadian P.Eng. Mobility Application process, in January we processed 218 mobility applications, which is a new monthly record.
    • Our new, two-year licensing experience requirement (reduced from four years) is expected to go-live on July 1.
    • We are developing high-level business requirements for PEO’s EIT 2.0 program while awaiting government approvals.

PEO’s 104th Annual General Meeting

PEO’s 2026 Annual General Meeting (AGM) will be held on Saturday, April 25, 2026, at 9:00 a.m. EDT using a hybrid in-person/virtual meeting format. 

Webcast information will be posted on the AGM webpage. All wishing to attend the meeting must pre-register online. To register with voting status, P.Eng. licence holders must register using their name, email address and licence number that is registered with PEO. Registration closes Friday, April 24, 2026 at 9:00 a.m. EDT.
