PEO shares updates after every Council meeting. Our goal is to encourage and assist licence holders to become more familiar with the work of Council, the board of directors of their self-regulating profession. It is intended to highlight a few, illustrative items that may be of interest. Licence holders are invited to review the full detailed meeting package available on our website and to provide regular feedback to PEO on issues of concern to them.
573rd Meeting of PEO Council

573 Council decisions/discussion:
- 2026-2030 Strategic Plan: Council was presented with a detailed description of initiatives related to PEO’s new, 2026-2030 strategic plan, which commences in January. The new plan is guided by a new PEO vision statement, Leading regulation. Inspiring excellence. Thriving communities. The plan’s strategic priorities—effective and relevant regulation, governance advancement and organizational effectiveness—reaffirm our duty to serve the public with integrity, accountability and transparency.

- 2026 Final Budgets (page 119): Council approved PEO’s 2026 budget, including operating, capital and strategic plan budgets.
- Government Liaison Program (GLP) (page 156): Council has reaffirmed its support for the GLP and the work of GLP reps at the local (chapter and constituency) level. Going forward, the program will be more centralized and reformed to ensure greater accountability and effectiveness as a part of PEO’s overall government relations strategy. After many years of service, the Government Liaison Committee (GLC) has been stood down with thanks.
- Time-based Experience Review (page 192): Noting the value and importance of Competency Based Assessment as a means of determining candidate readiness for licensure, Council has approved in principle the reduction of the time-based engineering experience requirement from four years to a minimum of two years. Council’s motion instructs staff to work with the Ministry of the Attorney General to develop proposed amendments to Regulation 941, which will be required in order to give effect to the new Council direction. Pending these amendments, the four year minimum requirement remains in place.
- Fitness to Practice Program (page 202): Council endorsed establishing a Fitness to Practise program to address practitioner incapacity and public protection. Fitness to practise issues focus on a licence holder’s ability to perform their professional duties competently and safely in the face of physical or mental health conditions. Council directed staff to work with the Ministry of the Attorney General to develop the necessary Act and regulation changes to implement a Fitness to Practise program.
- Review of CPD Program (page 215): As part of a review to conclude by the end of the current Council term, Council received an interim report summarizing key findings and common themes which emerged from extensive stakeholder consultations on PEO’s Continuing Professional Development (CPD) program. The response to date from stakeholders has included:
- Support for all practising engineers completing CPD
- Preference for a risk-based approach to determining CPD hours
- Support for the mandatory Professional Practice Module
- A view that compliance and enforcement must be thoughtfully undertaken
- CEO/Registrar’s report: PEO CEO/Registrar Jennifer Quaglietta, P.Eng., MBA, ICD.D, delivered her report to Council, including highlights from the 2023-2025 strategic plan:
- We met or exceeded all requirements under FARPACTA and the new labour mobility rules.
- On November 10, PEO suspended 21 licence holders for PEAK mandatory CPD non-compliance. These were the first administrative suspensions under the program, which was introduced in 2023.
- We undertook a major modernization of our digital infrastructure to enhance efficiency, security and data-driven decision-making.
- We strengthened Council orientation through a new, comprehensive onboarding process, including a new Governance Manual.
Engineering profession remains committed to building a culture of belonging
On November 26, Ms. Quaglietta testified before the House of Commons’ Standing Committee on the Status of Women, reflecting on progress made and the work still needed to close the engineering profession’s gender gap.
VP, Regulatory Operations and Deputy Registrar recruitment
PEO is seeking a Vice-President, Regulatory Operations and Deputy Registrar. Reporting to the CEO/Registrar, the VP is responsible for the effective delivery and continuous improvement of the regulator’s licensing process, complaint investigations, discipline prosecutions and enforcement functions.
José Vera, Director, Licensing, has been appointed Interim Deputy Registrar while the recruitment process is underway.
