570 PEO Council meeting update

UPDATE

PEO shares updates after every Council meeting.  Our goal is to encourage and assist licence holders to become more familiar with the work of Council, the board of directors of their self-regulating profession. It is intended to highlight a few, illustrative items that may be of interest.  Licence holders are invited to review the full detailed meeting package available on our website and to provide regular feedback to PEO on issues of concern to them.

570th Meeting of PEO Council 

PEO Council met on June 20, 2025. You may view the meeting agenda and package here. A link to the audio recording and a disposition of motions from the meeting will be posted on the PEO website as soon as it is available.

570 Council decisions/discussion:

  • 2026-2030 Strategic Plan (page 80): Council approved PEO’s 2026-2030 Strategic Plan, including the following strategic pillars and goals:

    • Effective and relevant regulation
      Model excellence in regulating the practice of professional engineering and governing the engineering profession in order that the public may be served and protected.
       
    • Governance advancement
      Enhance governance structures to champion effective leadership and decision-making to deliver on PEO’s statutory mandate.
       
    • Organizational excellence
      Nurture a high-performing organization through its people, processes and systems.

    Council also directed the CEO/Registrar to develop an operational plan to support its effective implementation, to be shared with Council at its September 2025 meeting.

    Council further directed the CEO/Registrar to develop a budget, beginning with the 2026 fiscal year and continuing each year for the duration of the strategic plan, to support its implementation.

  • EIT 2.0 Engineering Intern Program (page 178): Following additional stakeholder consultations, Council formally endorsed the establishment of the EIT 2.0 program. It directed staff to work with the Ministry of the Attorney General to prepare changes to the Professional Engineers Act and regulations in order to implement Council’s policy direction for EIT 2.0.

    At its April 4, 2025 meeting, Council had supported an EIT program as a pathway to licensure, meaning that the program would be one possible path by which a participant can demonstrate commitment to the profession and meet the experience requirement for licensure. The new EIT program will be a structured program that supports participants in gaining relevant experience on their way to licensure. Registration in the program would be optional; however, those who choose to become EITs will need to satisfy program requirements.

  • Review of continuing professional development (CPD) program: 

    Mandatory CPD (the PEAK program), which came into effect in 2023, is now in its third year of existence.  Council is committed to administering and enforcing the current program.  As part of continuous improvement, Council has also directed the CEO/Registrar to initiate targeted engagement with relevant stakeholders to ensure inclusive and comprehensive input into the re-evaluation of the CPD program. This will include defining whom the program applies to, identifying any potential exemptions and extensions, and reviewing the enforcement and compliance process. Council will receive a policy proposal from its Regulatory Policy and Legislation Committee no later than the end of the current Council term.

CEO/Registrar’s report: PEO CEO/Registrar Jennifer Quaglietta, P.Eng., MBA, ICD.D, delivered her report to Council. Highlights of operational activities and achievements since the last report in April 2025 include:

  • On June 14, PEO proudly marked its 103rd anniversary of regulating the practice of engineering in Ontario
  • In April, the Ontario government introduced the Protect Ontario Through Free Trade Within Canada Act, which aims to enhance labour mobility—including engineers—between provinces. The government will consult with regulators to implement new service standards and develop regulations. PEO is preparing for anticipated changes to its interprovincial transfers processes
  • As of May 20, 86% of licence holders have started their 2025 PEAK requirements, with 76% completing the first two elements
  • PEO is preparing to conduct our first public confidence study to better understand public perceptions about our role, authority and impact
  • Engineering Dimensions was a finalist in the 2025 National Magazine Awards for its “The Sewage Solution” feature
