Qadira C. Jackson, B.A., B.S.W., LL.B

Honorary Member of the Order of Honour, 2026 | PEO Council (Lieutenant Governor Appointee)

Appointed to PEO Council in 2016 as a Lieutenant Governor Appointee, Qadira Jackson made invaluable contributions to the governance and regulatory integrity of the engineering profession in Ontario. 

As a lawyer, Qadira brought a unique and essential perspective to her service on Council; the Discipline, Legislation and Human Resources committees; the Anti-Racism and Anti-Discrimination Exploratory Working Group; and as a Complaints Review Councillor. 

Her legal expertise and thoughtful, principled approach enhanced Council’s understanding of complex regulatory, procedural and legislative matters. Whether navigating the Professional Engineers Act, contributing to policy refinement, or ensuring fairness and transparency in PEO’s disciplinary processes, Qadira’s insight elevated decision-making.

As Complaints Review Councillor, she reviewed a series of extremely complex complaints when no one else was prepared to take on the job. Qadira also served on the Human Resources Committee when PEO was hiring a new Registrar. She helped ensure the job description was consistent with a proper governance model; and included skills to manage significant change and reform, as well as equity and diversity requirements. 

Beyond her regulatory contributions, Qadira played a vital role in advancing EDI within the profession. As a member of the Anti-Racism and Anti-Discrimination Exploratory Working Group, she helped foster meaningful dialogue and guide PEO toward a more inclusive and equitable future. Her work in this area reflected not only her legal acumen, but also her deep empathy and sense of social responsibility. Thanks to the group’s efforts, PEO Council approved the Anti-Racism and Equity (ARE) Code, a policy aimed at preventing systemic racism and discrimination in all aspects of PEO’s work. 

In all her contributions, Qadira exemplified ethical leadership, and commitment to engineering self-regulation in Ontario.
