This presentation will provide a concise, high-level overview of the 2025 National Construction Codes, with a focus on the most significant technical changes introduced in the newly released 2025 National Building Code (NBC) and 2025 National Plumbing Code (NPC). The session is designed for professional engineers and EITs seeking an efficient briefing on what has changed and why it matters in practice.
The discussion will place these national updates in context by examining their relationship to the 2024 Ontario Building Code (OBC), including areas of alignment, divergence, and anticipated implications for engineering design, coordination, and regulatory review in Ontario. Particular attention will be given to changes that may affect structural, small buildings, fire safety, plumbing, and systems design, as well as provisions that signal broader shifts in regulatory direction.
The presentation will also highlight emerging themes reflected in the 2025 codes (such as resilience, climate considerations, modernization of technical requirements, and increased technical specificity), and how these themes may influence future Ontario code cycles and professional practice.

Reza Mirza Hessabi, Ph.D., P.Eng., PMP
Reza is a Technical Advisor at the Ontario Ministry of Municipal Affairs and Housing (MMAH), where he plays a central role in the development, interpretation, and modernization of the Ontario Building Code. His work spans technical code development, harmonization with the National Construction Codes, and engagement with regulators, designers, and industry stakeholders. He holds a Ph.D. in Structural Engineering from the University of Toronto and previously worked in consulting practice, contributing to the design of residential and commercial mid- to high-rise buildings in both Canadian and international settings.
In parallel with his governmental role, Reza teaches structural engineering courses at the University of Toronto, serves on the PEO's ARC committee, and is an active voting member on several CSA and national standing committees related to structural design, seismic provisions, and modular and factory-built construction.
